No WSR ToolKit icon in icon tray

The macro functions doesn't work.  I can't set security to low because there is no WSRToolKit icon in the icon tray.  Also, macros are built, but not save.  I saw a note to 'post' the macro.  What does that mean.

WSRToolkit does not put an icon in the icon tray, it runs in the Taskbar. The WSRMacros program (a blue oval that says, Windows Speech Recognition Macros when you roll over it with the mouse cursor. Is the WSRMacros program loading? Did the WSRToolkit ever work?
