Yep I'm sure that would be pretty easy to do.

You could either dispatch to WMP directly with a sound
http://archive.msdn.microsoft.com/wsrmacros/Wiki/View.aspx?title=wmpMediaPlay&referringTitle=Executors

or use VBScript/Javascript to do something more complicated, like determin what random phrase or noise to utter and then dispatch to the appropriate function/control to do it.:
