Is it possible to turn off 'dictation mode'  so that the system only looks or commands?

Secondly, I cannot sign any speech macros, I used to be able to, now an error simply appears telling me that I can't sign the macro.

Thirdly, does 'correct that' actually help the system learn?  I performed the 'correct that' action 12 times with the word google, it still recognizes it as "global" or "local".

Finally, 'stop listening' and other emulated commands to shut off the microphone do not work.  They are recognized, but do not perform any action.

I am running windows 7 64bit.
